First check youre penguin is older than 30 days if it does follow the next steps

first when you are on CP clic on the “M” on the right corner:

2 step: clic “become a Secret Agent”:

3 step: clic where it says “Youre Mission”:

4 step: clic where it says”The Rewards”:

5 step: clic where it says”Continue”:

6 step: clic where it says “Yes”:

7 step: clic where it says:”Honest”:

8 step: clic where it says:”Being mean or Rude”:

9 step: clicwhere it says:”Report them”:

10 step: clic where it says:”Saying their address”:

11 step: clic where it says:”I want to keep Club Penguin Safe”:

12 step: clic where it says:”I want to help other penguins”:

13 step: clic where it says “Done”:

Now youre a Secret Agent you now have a Spy phone and you can go to HQ ( Head Quarters).
